If it's a .prc file, just type in the full URL to the PRC and it'll download and Blazer will ask if you want to install it. If it's a .zip file you'll need something like HandZipper which will register itself as being able to handle zip files, such that Blazer will download the .zip, then hands it off to HandZipper which has an option to automatically unzip/install any embedded .prc and .pdb files.
